Overview: Hiring Temporary Workers

There are three ways to hire temporary workers at Stanford.

  1. Stanford's Contingent Workforce Program (SCWP), managed by Manpower, provides a single source for finding, screening, selecting, and paying for temporary workers. SCWP was developed for Stanford to bring all approved staffing suppliers under one program. Through the program, Manpower enforces servicing requirements, insurance, and pricing to ensure consistency in service for all Stanford departments.

    Sourcing Stanford's contingent temporary workers through Manpower has several advantages:

    • Qualified candidates are presented from many staffing agencies, allowing the hiring manager to use one process to review candidates and fill a temporary position.
    • Manpower administers all billing, even though temporary workers come from a variety of agencies.
    • Manpower ensures that all temporary workers will be paid in compliance with Stanford's Living Wage Policy.
    • Manpower has negotiated pay rates and mark-ups favorable to Stanford for all suppliers participating in the program.
    • The SCWP eliminates insurance, co-employment and other risks by requiring participating suppliers to have appropriate insurance, perform background checks, apply consistent on-boarding procedures, training and tracking of lengths of assignment.
  2. The StanfordTemps Program, managed by Stanford's Office of Staff Employment, is a full service contingent staffing solution that leverages "in house" staffing tools and expertise. Stanford hiring managers enjoy the benefit of pre-screened candidates, administered by OSE using Stanford's own PeopleSoft / Oracle systems and compensated using Stanford's bi-monthly payroll process.


  3. Self-Service by Hiring Manager – Stanford managers have the option of sourcing their own temporary employees and may hire them directly onto the Stanford University payroll in a temporary capacity. The hiring manager maintains full responsibility for managing all aspects of this process.
