In-Process Initiatives

The Department of Homeland Security (DHS) is currently working to establish a number of Strategic Sourcing contract vehicles for department-wide use. This list represents DHS’s best estimate of contract vehicles to be awarded in fiscal year 2015 and 2016. This information is published for informational purposes only and is not an invitation for bids, a request for proposal, or a commitment by DHS to purchase products or services. Each acquisition is based on information available at the time of publication and may be revised or canceled.

Ammunition – Multiple Calibers & Types

Establishment of ammunition contract vehicles that include various types of duty and training ammunition

Body Armor III

Contract re-compete for body armor to include additional law enforcement and personal protection equipment available to DHS agents and officers

Centers of Excellence

Contract re-compete of Basic Ordering Agreements (BOAs) with university-based Centers of Excellence (COEs) for homeland security-related research, analysis, and related services aligned with the unique expertise and thrust area focus of the respective COEs

Cisco SMARTnet

Establishment of an agreement to provide hardware and software maintenance for Cisco products 

Content Delivery Network

Contract re-compete for content delivery network services for the efficient delivery of information contained within DHS’s public facing websites

Detection Equipment

Establishment of contract vehicles for various types of detection equipment, such as explosive trace detectors, x-ray systems for checkpoint and checked baggage, walk-through metal detectors, handheld radiation detectors, personal radiation detectors, advanced imaging technology systems, human portable tripwire equipment, and closed circuit television systems and services

Enterprise Computing Services

Establishment of a portfolio of cost-effective, secure, and reliable computing services that may encompass brick and mortar data centers, IT data center support, and cloud service brokers

Language Services

Establishment of a portfolio of strategically sourced contract vehicles and Inter-Agency Agreements (IAAs) for a full range of language services, including translation, foreign language interpretation, sign language interpretation, transcription translation, video remote interpretation, Communication Access Realtime Translation, reader services, Braille transliteration, web localization, and 508 compliant services

Medical Countermeasure

Contract re-compete for medical countermeasure (MCM) to support the Pandemic Influenza and Emerging Threats Countermeasures for the DHS Workforce

Medical Supplies

Establishment of a contract vehicle for a wide variety of medical supplies to provide pre-hospital emergency medical services, including but not limited to a wide and diverse range of medical supplies of over 500 line items grouped into nine categories, such as trauma management, cardiology, personal protective equipment, IV/maintenance, medication administration, medical supplies and equipment for austere environments, and operational medical supplies and equipment

Microsoft Enterprise License Agreement

Contract re-compete for Microsoft Enterprise Licensing Agreement to include maintenance renewals (Microsoft Software Assurance) and purchase of any additional Microsoft products as required by DHS

Microsoft Enterprise Services

Contract re-compete for Microsoft Enterprise Services to include support for the implementation and deployment of Microsoft software and technologies

National Academy of Sciences

Follow-on to the current vehicle to engage the National Academy of Sciences (NAS) to continue providing scientific, technological, medical, and engineering related advice and expertise to DHS

PACTS II

Contract re-compete of the 100% set-aside Service-Disabled, Veteran-Owned Small Businesses (SDVOSB) Program Management, Administrative, Clerical and Technical Services (PACTS) indefinite-delivery, indefinite-quantity (IDIQ) contracts

Personal Protective Equipment

Contract re-compete for various types of disposable personal protective equipment, including garments, goggles, hand sanitizer, respirators (N95), and surgical masks, to protect DHS’s workforce during both normal operational working conditions and pandemic influenza outbreaks
