Emergency response situations frequently require coordination between federal, state, and local jurisdictions and representatives in their role supporting the federal and mutual aid emergency response/recovery official (F/ERO) communities (state, local, tribal, territorial, critical infrastructure/key resources (CIKR), and private sector). Identity Management (IdM) plays an essential role in identifying and organizing F/EROs with the use of IdM standards and technologies. S&T is providing R&D support to the Federal Emergency Management Agency (FEMA) and Chester County, Pennsylvania Emergency Management Agency (PEMA) to promote interoperability and effective emergency response/recovery mission needs. In January 2012, S&T and Chester County PEMA conducted a lab environment pilot demonstrating the ability to exchange and authenticate required emergency response attributes from Personal Identity Verification (PIV) cards, Personal Identity Verification – Interoperable (PIV-I) cards, and Common Access Cards (CAC) to a mobile handheld device by utilizing the standards-based SPML protocol. This effort implements an open data model for the Federal Emergency Response Official (F/ERO) Repository and utilizes the Organization for the Advancement of Structured Information Standards (OASIS) standard called Service Provisioning Markup Language (SPML) interface for exchanging electronic attributes (e.g. skill sets) about emergency response officials.
