Office of Policy
The Office of Policy serves as a central resource to the Secretary and other Department leaders for strategic planning and analysis, and facilitation of decision-making on the full breadth of issues that may arise across the dynamic homeland security enterprise. The Office of Policy includes five sub-component offices and an advisory council, all of which are managed by the Policy Executive Office.
What We Do
- Lead the coordination, integration, and development of DHS-wide policies, programs, strategies, and plans
- Facilitate decision-making by providing timely advice and analysis to the Secretary and other Departmental leaders
- Represent the Department at White House interagency policy committee meetings
- Develop long-term strategic priorities to increase operational effectiveness and mission execution
- Coordinate and support Departmental international engagement
- Serve as the point of contact for academics, the private sector, and other external homeland security stakeholders
Office of Policy Components
Office of Policy Implementation and Integration
The Office of Policy Integration and Implementation (PII) provides policy development and analysis across the Department’s mission portfolios, including: counterterrorism; CBRN; transborder security; immigration; resilience; and screening.
Strategy, Planning, Analysis and Risk
The Office of Strategy, Planning, Analysis and Risk (SPAR) provides the Department with an integrated and DHS-wide capability for strategy development, strategic planning, long-term assessment, and decision analysis, including statistical and economic analysis and risk assessment and modeling.
Homeland Security Advisory Council
The Homeland Security Advisory Council (HSAC) provides advice and recommendations to the Secretary on matters related to homeland security.
Office of International Affairs
The Office of International Affairs (OIA) provides the Department with planning, integration, and facilitation of international engagement activities and serves as the principal coordinator to the Office of the Secretary and other leadership of the Department for cross-component international activities.
The Office for State and Local Law Enforcement
The Office for State and Local Law Enforcement (OSLLE) provides the Department with primary coordination, liaison, and advocacy for state, local, tribal, and territorial law enforcement agencies.
Private Sector Office
The Private Sector Office (PSO) provides the Secretary and Department leaders with advice on issues relevant to the private sector, including academia, non-profits, NGOs, and businesses.
