Program Management, Administrative, Clerical and Technical Services (PACTS) IDIQ

The Program Management, Administrative, Clerical and Technical Services (PACTS) is a Department-wide service contract for acquiring non-IT service solutions. This procurement effort is a 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) in accordance with FAR 19.14.

PACTS provides a wide range of services for the Department through four comprehensive functional categories(FCs):

  • FC1 – Program Management;
  • FC2 – Administrative;
  • FC3 – Clerical; and
  • FC4 – Technical.

Under the PACTS IDIQ, DHS Components are able to place orders on a Firm-Fixed Price (FFP), Time and Materials (T&M), or Labor Hour (LH) basis.

Benefits

  • Standardizes procurement processes, reduces procurement lead times and allows a more efficient allocation of resources;
  • Saves tens of thousands of dollars a year in administrative costs and allows the Heads of Contracting Activities throughout DHS to better support mission needs;
  • Provides opportunity to negotiate additional discounts at the order level; and
  • Eliminates the previous process of awarding a new contract each time a new requirement was identified by allowing task orders off of the central vehicle.

Period of Performance (POP)

Two base years + 3 one-year option years - Note: Contracts expired on 2/6/15. However, Task Orders may extend through 8/5/15.
