The Regional Resiliency Assessment Program (RRAP) is a cooperative assessment of specific critical infrastructure within a designated geographic area and a regional analysis of the surrounding infrastructure. The RRAP is led by the Department of Homeland Security and addresses a range of hazards that could have regionally and nationally significant consequences. Each year, the Department selects these voluntary and non-regulatory RRAP projects with input and guidance from federal and state partners.

Overview

The goal of the RRAP is to mitigate the nation’s risk of loss of life and physical and economic damage from natural and manmade hazards. Through the RRAP, the Department:

• Assesses critical infrastructure on a regional level, focusing on threats, vulnerabilities, and consequences from an all-hazards perspective.
• Identifies critical infrastructure dependencies, interdependencies, cascading effects, and resilience characteristics and gaps.
• Assesses the integrated preparedness and protection capabilities of critical infrastructure owners and operators and emergency planning and response organizations.
• Coordinates protection and response planning efforts to enhance resilience and address security gaps within the geographic region.

Partnerships

Strong partnerships with federal, state, local, tribal, and territorial government officials are vital to the RRAP process. The RRAP relies on engagement and information sharing with:

• Federal agencies
• Private sector facility owners and operators
• Law enforcement
• Emergency response organizations
• Academic institutions and other stakeholders

Each RRAP project typically involves a year-long data collection and analytical effort followed by continued technical assistance to support resilience. Projects can incorporate opportunities for valuable information and data exchanges, including:

• Voluntary facility and security surveys
• First responder capability assessments
• Targeted studies and modeling
• Subject matter expert workshops

Outcomes

Results from RRAP activities, research, and analysis is presented ina Resiliency Assessment report with key findings.

• Key findings concentrate on regionally significant issues tied to the RRAP focus and present options for consideration for enhanced resilience.
• Key findings are reviewed by RRAP participants prior to publication, can be used as a model for resilience improvements in similar situations beyond the immediate project, and serve as the basis for follow-up activities.
• Facility owners and operators, regional organizations, and government agencies use the Resiliency Assessment and key findings to guide strategic investments in equipment, planning, training, and resources to enhance the resilience and protection of facilities, surrounding communities, and entire regions.
