Create a service center.
Read "Comparison of Expenditure Allocation vs. Service Center," to learn whether you simply need to set up an Expenditure Allocation PTA.
Once you determine that it is appropriate to set up a service center, submit Exhibit A "Request for Establishing A New Service Center" to the service center administrator.
