Building a New Health Insurance System for Georgia

“Georgia’s Healthcare System” focuses on healthcare reform in Georgia following the 2003 Rose Revolution. In particular, it examines the lead-up to the 2012 parliamentary elections as the opposition Georgian Dream coalition considers the possibility of creating a state-funded universal healthcare program. Despite some progress in recent years, only 50 percent of Georgia’s population has either privately or publically funded health insurance. However, Georgia remains a relatively poor country; some fear that state-funded universal health coverage could become too burdensome for the state budget. Leaders in the Georgian Dream party have asked several experts to consult them on healthcare reform. One of those experts, Amiran Gamkrelidze, must decide what to advise the Georgian Dream party with respect to universal coverage. There are several objectives to this case. First, it aims to make students think about the role of government in a society’s healthcare system. Second, it seeks to highlight the role of politics in policy reform; how do the political incentives of politicians impact policy choices? Finally, it seeks to encourage students to think about the unintended consequences that arise from seemingly simple policy choices. Through this case, students should see that well-intentioned policy initiatives can have undesirable consequences.
