The Bay Area Regional Prosperity Plan was funded through a $5 million grant from the U.S. Department of Housing and Urban Development (HUD) to the Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC) for a 3-year process from 2012 to 2015 to explore an integrated approach to planning for housing, transportation and jobs in the region.

A project Steering Committee oversaw implementation of the grant program. The Committee was composed of representatives from the public, private, philanthropic and non-profit sectors. Three working groups oversaw a sub-grant program that funded more than 50 pilot projects at the local and subregional level to address the following 3 challenges:

  1. Providing affordable housing near transit and jobs;
  2. Expanding economic opportunities and mobility for lower wage workers; and
  3. Mitigating displacement risks in vulnerable neighborhoods.

A key goal of the project was engagement of disadvantaged populations in decision-making processes, while also building organizational capacity in these communities to engage in local and regional processes post-grant.
