Overview

The National Conference of State Legislatures is a bipartisan organization that serves the legislators and staffs of the nation's 50 states, its commonwealths and territories.  NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues.  NCSL is an effective and respected advocate for the interests of state governments before Congress and federal agencies. 

The Elections & Campaigns Program at NCSL conducts non-partisan research on a wide array of elections issues, such as voter ID, early and absentee voting, and online voter registration. We also research other areas related to elections administration, including initiative & referendum, campaign finance reform, redistricting, term limits, and recall. Our research offers background information that provides the context legislators need as they consider election policy issues in their own state. Our research is also widely cited among advocacy organizations and the media. We provide nonpartisan committee testimony on election issues, and speak frequently to non-legislative groups as well. The Elections & Campaigns Program publishes a widely-distributed monthly newsletter called The Canvass.

Position Description

The intern will work closely with the NCSL Elections Team to assist with projects related to statewide ballot initiatives. Depending on our members’ needs and the intern’s qualifications and interests, activities and research topics could include:

  • Gathering all statewide ballot measures that will be on November 2014 ballots.
  • Maintaining NCSL’s database of ballot measures. 
  • Updating NCSL 50-state data on legislation pertaining to ballot measure procedures.
  • Writing short summaries of 2014 ballot measure issues.
  • Researching and writing about the history of citizen initiatives, a procedure common in western states and uncommon elsewhere, including today’s organizations that support this governmental structure.
  • Authoring a blog post or newsletter article on a current topic based on the above work.
  • Visiting either the Denver or Cheyenne capitols (or both) to observe a committee in action, sit in on a floor debate, or meet with Colorado legislators and/or staff to learn about elections from a policymaker’s perspective
  • A field trip to the offices of a state and/or local election official in Colorado to observe and learn about petition writing, signature gathering and the review process from an administrator’s perspective
  • A field trip to an event or organization in Colorado that is sponsoring a citizens initiative, to learn about the procedures from an advocate’s perspective

Qualifications

Applicants should have experience in independent research and, ideally, reading and understanding bills and laws. The ability to write clearly is essential, as is the ability to maintain a bi-partisan point of view on issues that are often political in nature. Coursework or research experience in elections administration, political science, public policy, state government, and state legislatures is desirable.

The intern will be expected to work independently and as part of a small team of three permanent staff.  S/he must be self-directed and able to manage complex research and writing tasks with minimal supervision.  

Compensation

All housing and transportation arrangements will be the responsibility of the intern. A Bill Lane Center stipend will be provided as compensation.

The intern will work closely with the NCSL Elections Team to assist with projects related to statewide ballot initiatives. Depending on our members’ needs and the intern’s qualifications and interests, activities and research topics could include:

  • Gathering all statewide ballot measures that will be on November 2014 ballots.
  • Maintaining NCSL’s database of ballot measures. 
  • Updating NCSL 50-state data on legislation pertaining to ballot measure procedures.
  • Writing short summaries of 2014 ballot measure issues.
  • Researching and writing about the history of citizen initiatives, a procedure common in western states and uncommon elsewhere, including today’s organizations that support this governmental structure.
  • Authoring a blog post or newsletter article on a current topic based on the above work.
  • Visiting either the Denver or Cheyenne capitols (or both) to observe a committee in action, sit in on a floor debate, or meet with Colorado legislators and/or staff to learn about elections from a policymaker’s perspective
  • A field trip to the offices of a state and/or local election official in Colorado to observe and learn about petition writing, signature gathering and the review process from an administrator’s perspective
  • A field trip to an event or organization in Colorado that is sponsoring a citizens initiative, to learn about the procedures from an advocate’s perspective

<p>Join NCSL&rsquo;s Elections Team in conducting research on state ballot measures and the laws that govern them, in preparation for the 2014 general election.</p>
Organizational Overview: 
<p><a href="http://www.ncsl.org/aboutus.aspx" target="_blank">The National Conference of State Legislatures</a> is a bipartisan organization that serves the legislators and staffs of the nation&#39;s 50 states, its commonwealths and territories. &nbsp;NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues. &nbsp;NCSL is an effective and respected advocate for the interests of state governments before Congress and federal agencies.&nbsp;</p> <p>The <a href="http://www.ncsl.org/research/elections-and-campaigns.aspx" target="_blank">Elections &amp; Campaigns Program</a> at NCSL conducts non-partisan research on a wide array of elections issues, such as voter ID, early and absentee voting, and online voter registration. We also research other areas related to elections administration, including initiative &amp; referendum, campaign finance reform, redistricting, term limits, and recall. Our research offers background information that provides the context legislators need as they consider election policy issues in their own state. Our research is also widely cited among advocacy organizations and the media. We provide nonpartisan committee testimony on election issues, and speak frequently to non-legislative groups as well. The Elections &amp; Campaigns Program publishes a widely-distributed monthly newsletter called <em>The Canvass</em>.</p>

Depending on our members&rsquo; needs and the intern&rsquo;s qualifications and interests, activities and research topics could include:</p> <ul> <li> Gathering all statewide ballot measures that will be on November 2014 ballots.</li> <li> Maintaining NCSL&rsquo;s database of ballot measures.&nbsp;</li> <li> Updating NCSL 50-state data on legislation pertaining to ballot measure procedures.</li> <li> Writing short summaries of 2014 ballot measure issues.</li> <li> Researching and writing about the history of citizen initiatives, a procedure common in western states and uncommon elsewhere, including today&rsquo;s organizations that support this governmental structure.</li> <li> Authoring a blog post or newsletter article on a current topic based on the above work.</li> <li> Visiting either the Denver or Cheyenne capitols (or both) to observe a committee in action, sit in on a floor debate, or meet with Colorado legislators and/or staff to learn about elections from a policymaker&rsquo;s perspective</li> <li> A field trip to the offices of a state and/or local election official in Colorado to observe and learn about petition writing, signature gathering and the review process from an administrator&rsquo;s perspective</li> <li> A field trip to an event or organization in Colorado that is sponsoring a citizens initiative, to learn about the procedures from an advocate&rsquo;s perspective</li> </ul>
Qualifications: 
<p>Applicants should have experience in independent research and, ideally, reading and understanding bills and laws. The ability to write clearly is essential, as is the ability to maintain a bi-partisan point of view on issues that are often political in nature. Coursework or research experience in elections administration, political science, public policy, state government, and state legislatures is desirable.</p> <p>The intern will be expected to work independently and as part of a small team of three permanent staff. &nbsp;S/he must be self-directed and able to manage complex research and writing tasks with minimal supervision. &nbsp;</p>
Compensation: 
<p>All housing and transportation arrangements will be the responsibility of the intern. A Bill Lane Center stipend will be provided as compensation.</p>
