James M. Murray

James M. Murray is the 26^th Director of the U.S. Secret Service, sworn in to office on May 1, 2019. As Director, Mr. Murray is responsible for the successful execution of the dual Investigative and Protective missions of the Secret Service. He leads a diverse work force, comprised of more than 7,000 Special Agents, Uniformed Division Officers, Technical Law Enforcement Officers, and Administrative, Professional, and Technical personnel.

Mr. Murray began his Secret Service career in 1995 as a Special Agent in the New York Field Office, where he conducted cyber-enabled financial crimes investigations and served as the agency’s representative to the FBI-NYPD Joint Terrorism Task Force. In 2001, Mr. Murray transferred to the Presidential Protective Division where he was ultimately promoted to the supervisory position of Assistant to the Special Agent in Charge in 2005.

In 2007, Mr. Murray served as the Secret Service’s primary liaison with members of Congress and all entities on Capitol Hill. In this capacity, he served as the operational site supervisor for multiple National Special Security Events, including the 56^th Presidential Inauguration.

Following his time on Capitol Hill, Mr. Murray became the Resident Agent in Charge of the Secret Service’s Atlantic City Resident Office in 2009. In this capacity, he supported regional protective missions and collaborated with federal, state and local law enforcement, academia and private industry partners to proactively address and mitigate emerging cyber enabled financial threats.

In 2012, Mr. Murray was promoted to the position of Assistant Special Agent in Charge of the U.S. Secret Service’s James J. Rowley Training Center in Beltsville, Maryland where, in addition to directing the agency’s Mission Training Program, he was responsible for the fiscal and operational oversight of the 500-acre training academy.

Subsequently, Mr. Murray was appointed to the Senior Executive Service position of Special Agent in Charge of the Washington Field Office, where he led the Secret Service’s largest field office from 2014 to 2016. In this role, Mr. Murray administered the execution of the agency’s investigative, protective and intelligence driven missions throughout the National Capital Region.

From 2016 to 2018, Mr. Murray served as Deputy Assistant Director of the Office of Protective Operations, where he led combined agency efforts in support of the 2016 Campaign, Presidential Transition and Inauguration before returning to the Rowley Training Center to serve as the Special Agent in Charge.

In April 2018, Mr. Murray returned to the Office of Protective Operations as the Assistant Director. In this role, he was responsible for the planning, coordination, administration and execution of the Secret Service’s global protective mission. Mr. Murray oversaw the Secret Service’s 10 protective divisions responsible for the execution of protective operations in support of national security and joint operations, including Presidential and Foreign Dignitary protection, National Special Security Events, and critical facilities protection.

Mr. Murray began his 29-year law enforcement career as a Special Agent/Investigator with the U.S. Department of Transportation while also serving as an Officer in the U.S. Army Reserve.

A native of Point Pleasant, New Jersey, Mr. Murray earned a Bachelor’s Degree from the University of Scranton and a Master’s Degree from Seton Hall University. He is also a graduate of the American University Key Executive Leadership Program and 2016 FBI Leadership in Counterterrorism (LinCT) FVEY Fellowship Program.

Deputy Director

Leonza “Leon” Newsome III

Leonza “Leon” Newsome III, was appointed as the 21st Deputy Director of the Secret Service on August 4, 2019. As the Deputy Director, Mr. Newsome has direct oversight of the agency’s daily investigative and protective operations. Mr. Newsome will also oversee the agency’s current policies while implementing emerging protective and investigative technologies.

Prior to this appointment, he served as the Assistant Director of the Office of Investigations where he managed the staffing and logistics for more than 3,500 special agents and 1,700 administrative, professional, and technical employees. In this role, Mr. Newsome directed the investigative mission of the 161 domestic and international Secret Service offices while focusing on the most significant threats posed on the financial infrastructure of the United States.

Mr. Newsome began his Secret Service career in 1993 as a Special Agent in the Newark Field Office. In 1999, Mr. Newsome was assigned to the Presidential Protective Division where he served on protective details for both President Clinton and President Bush. During his tenure on the Presidential Protective Division, Mr. Newsome was promoted to Assistant to the Special Agent in Charge.

In May 2015, Mr. Newsome was appointed to the Senior Executive Service and, later that same year, served as the Special Agent in Charge of the Vice Presidential Protective Division. Mr. Newsome maintained oversight of the administrative and protective operations for the Vice President, Second Lady, and Second Family.

Beginning in February 2017, Mr. Newsome served as the Deputy Assistant Director of the Office of Protective Operations, where he managed the coordination and administration of the Secret Service’s protective operations for the Presidential Protective Division, Vice Presidential Protective Division, Dignitary Protective Division, as well as the former Presidents’ Details.

Mr. Newsome served in other senior management positions within the Secret Service including Assistant Inspector – Office of Inspection; Assistant to the Special Agent in Charge – Washington Field Office; Assistant Special Agent in Charge – Administrative Operations Division; Assistant Special Agent in Charge – Federal Coordinator for the 2012 Democratic National Convention; Deputy Special Agent in Charge –Dignitary Protective Division; Deputy Special Agent in Charge – Vice Presidential Protective Division; and Deputy Assistant Director – Office Of Investigations.

Mr. Newsome is a native of Baltimore, Md. He earned a Bachelor’s Degree from Princeton University and is a graduate of the Key Executive Leadership Program at American University.

Chief Operating Officer (COO)

George D. Mulligan

George D. Mulligan was appointed Chief Operating Officer on July 30, 2015. Mr. Mulligan serves as the principal administrator responsible for planning and directing all business and programmatic activities for the Secret Service. He provides executive oversight of the Office of the Chief Financial Officer, the Office of Human Resources, the Office of Strategic Planning and Policy and the Chief Information Officer.

Mr. Mulligan has more than 29 years of national-level experience in executive staff functions, aviation, facility and security operations; national security and contingency policy, planning and program management; strategic and tactical communications; and crisis-action decision making. A former naval officer, he has been a member of the Senior Executive Service since February 2007.

Prior to joining the Secret Service, he served as the Chief of Staff to the Under Secretary of Defense for Acquisition, Technology and Logistics, managing a functionally diverse staff to support the Under Secretary of Defense in oversight and decision-making for major DoD acquisition programs; nuclear, chemical and biological programs; defense research and engineering; logistics and material management; installations, environment and operational energy; international cooperation; manufacturing and industrial base policy; special programs; and on media matters and communications with Congress and defense industry.

From July 2013 - May 2014, Mr. Mulligan served as the Deputy Director Washington Headquarters Services and Director of Enterprise Management. He provided oversight, leadership and direction to more than 3,000 civilian, military and contractor personnel providing centralized facilities, security, information technology, communications, human resources, contracting, and financial services support to DoD activities in the National Capital Region. As the Director of Enterprise Management, he provided oversight of integrated business and customer service operations, and analytical teams focusing on corporate process and performance improvement.

Mr. Mulligan served as Deputy Assistant to the President of the United States and the Director of the White House Military Office from 2009 to 2013. He led and directed more than 2,300 military and civilian personnel, in eight headquarters directorates and seven operational units, providing world-wide transportation, communications, facilities and other logistical and contingency program support to the President, Vice President, and White House staff. He provided executive level representation with the White House staff, the Office of the Secretary of Defense, the Joint Staff, the U.S. Secret Service, military Combatant Commanders, military Services, Defense Agencies and other federal agencies.

He holds a Master’s Degree in Public Administration from Harvard University’s Kennedy School of Government and a Bachelor of Science Degree in Business Administration from Villanova University. His civilian awards include the Presidential Rank Award of Meritorious Executive, the Department of Defense Medal for Distinguished Civilian Service, and the Secretary of Defense Meritorious Civilian Service Award.
