Office of Information and Regulatory Affairs

The Office of Information and Regulatory Affairs (OIRA) is part of the Office of Management and Budget and performs various functions within the Executive Office of the President.  Across five Administrations, OIRA has played a key role in coordinating review of Federal regulations to ensure adequate interagency review of draft rules and to avoid inconsistent, incompatible, or duplicative policies. OIRA encourages retrospective review of regulations to promote an efficient regulatory system that keeps pace with modern technology and the changing needs of society.  OIRA also helps enhance planning and coordination with respect to both new and existing regulations to ensure that America’s regulatory system protects and improves the health, safety, environment, and well-being of the American people while promoting economic growth, job creation, and innovation.   

OIRA was created by Congress with the enactment of the Paperwork Reduction Act of 1980 (PRA). In addition to its work reviewing Federal regulations, OIRA carries out several other important functions, including reducing paperwork burdens and overseeing policies relating to privacy, information quality, and statistical programs.

Rules Under Review - Reginfo.gov

More information about the Administration’s regulations can be found on www.reginfo.gov, a public website that makes information about OIRA’s review of regulations under Executive Order 12866 and Executive Order 13563 available to the public.   

Reginfo.gov includes a Regulatory Review Dashboard that graphically presents information about rules under OIRA review through an easy-to-use interactive display.  The Dashboard allows the public to sort rules by agency, length of review, state of rulemaking, economic significance, and international impacts. 

The website also features information about public meetings that OIRA conducts under Executive Order 12866 and includes an Information Collection Request (ICR) Dashboard, which displays agency information collection requests sent to OIRA for review under the Paperwork Reduction Act.
