BART Chief of Police
Kenton W. Rainey


Chief Kenton RaineyKenton W. Rainey is BART's fifth Chief of Police. He began his career in law enforcement in 1979 as a Deputy at the Ventura County Sheriff's Department. He comes to BART with a background that combines his 32 years of law enforcement experience with a deep commitment to community policing, advocacy for the mentally ill and domestic violence victims, and achieving police reform through higher education and training. He has been recognized on numerous occasions for implementing community policing initiatives and working with children who are in “at risk” situations.

Chief Rainey earned his BA in Criminal Justice from California State University Long Beach in 1993 and his MA in Organizational Leadership from the University of Phoenix in 2001. He also earned various leadership certificates from UCLA, National Organization of Black Law Enforcement Executives, International Association of Chiefs of Police, and Police Executive Research Forum.


 

Deputy Chief
Benson H. Fairow


DC FairowDeputy Chief Benson H. Fairow currently commands the Support Services Division. He began his law enforcement career in 1990 with the Oakland Police Department and joined the BART Police Department in March 2011. Deputy Chief Fairow believes strongly in collaborative, community policing-based, law enforcement efforts and implemented the Department’s Zone Policing model shortly after joining the Department.

Deputy Chief Fairow obtained his Bachelor’s degree in Criminal Justice Management from the Union Institute and University. He holds various certificates from the Federal Bureau of Investigation National Academy, Police Executive Research Forum Senior Management Institute for Policing, Drug Enforcement Administration, and the POST Sherman Block Supervisory Leadership Institute.


 

Deputy Chief
Janeith Glenn-Davis


DC Glenn-DavisJaneith Glenn-Davis was appointed Deputy Chief for the San Francisco Bay Area Rapid Transit (BART) Police Department on March 21, 2011. She is currently assigned to the Professional Standards and Training Division. Deputy Chief Glenn-Davis has more than 27 years of progressive law enforcement experience, including almost 18 years with the Oakland Police Department, where she rose to the rank of Lieutenant, and approximately 8 years as a University Police Chief.

Deputy Chief Glenn-Davis has been the recipient of numerous awards/commendations, including (but not limited to) the KQED/Wells Fargo Bank “Local Hero” award and the Community Service Award granted by Oakland’s “Street Safe Kids Network.” and the Oakland Police Activities League (PAL) Law Enforcement Achievement Award, honoring her community service contributions and her passionate commitment to underserved youth and youth programs.

In addition to completing advanced leadership/management curriculums presented by the FBI, PERF, and Leadership America (partial listing), Deputy Chief Glenn-Davis has a B.S. Degree, and a Master’s Degree in Public Administration.

Jeffrey Jennings


DC Jennings Jeffrey Jennings was appointed Deputy Chief for the San Francisco Bay Area Rapid Transit (BART) Police Department on May 20, 2013. He is currently assigned as the Operations Deputy Chief. Deputy Chief Jennings has 21 years of law enforcement experience with the Contra Costa County Sheriff's Department where he promoted to the rank of Lieutenant. Deputy Chief Jennings has a diverse professional background that includes supervising and managing Investigations, Watch Commander, the Civil Unit, Communications Center and his last assignment was the Contract City Police Chief for the City of Orinda.

Deputy Chief Jennings has a B.A. in Psychology and is finishing his Master's Degree in Public Administration. For the last 18 years, Deputy Chief Jennings has contributed his free time to his community by coaching youth basketball and track.
