Morgan Hill City Councilmember Larry Carr serves as an alternate member on the VTA Board of Directors representing City Group 4 (the South County cities of Gilroy and Morgan Hill), having been appointed in 2012. He also serves as an alternate member on the Administration and Finance Committee. In addition, he represents VTA on the County Expressways Policy Advisory Committee.

Alternate Board Member Carr serves on VTA’s Policy Advisory Committee, having done so since 2011, and is that committee’s chairperson for 2015, having served in the same capacity for 2015. He previously served on the Policy Advisory Committee during 2006. 

Alternate Board Member Carr serves on the Morgan Hill City Council, having been first elected in 2000 and re-elected in 2004, 2008 and 2012.

Prior public and civic service includes serving on the Morgan Hill Unified School District Board of Trustees for four years, including two years as its chairperson.

Alternate Board Member Carr is a Morgan Hill native.  His professional life has spanned government, business and academia. He is the Executive Vice President of Joint Venture Silicon Valley where he supervises day-to-day operations and management of the organization. Prior to that, he was Associate Vice President of Public Affairs at San Jose State University. He previously served as the Director of Education and Workforce Preparedness for the Silicon Valley Leadership Group, and was Director of Government and Community Relations for Stanford Hospital and Clinics where he helped develop the hospital's first government and community relations department. After graduating from San Jose State University with a degree in political science, he worked for then-Congressman Norm Mineta and later for Congresswoman Anna Eshoo.
