Office of Emergency Services (OES) Responsibilities
San José OES is an active participant in the
Santa Clara County Emergency Managers Association (EMA) and serves as staff to the City's representative on the Santa Clara County Emergency Operational Area Council (OAC). FEMA's emergency management assistance funds are allocated to Santa Clara County cities through the OAC on the advice of the Operational Area Signatories (OAS) committee.
Emergency Planning & Recovery Assistance
OES also provides disaster planning and recovery assistance to City departments, and state-mandated Standardized Emergency Management System (SEMS) classes are delivered to City employees, Emergency Operations Center (EOC) staff, and elected officials. OES also coordinates terrorism response related activities of various departments and delivers terrorism awareness training to City employees.

Radio Amateur Civil Emergency Service (R.A.C.E.S.)
OES sponsors San José
R.A.C.E.S. with more than 100 volunteer amateur radio operators. It is also an official data collector for the
National Weather Service and sponsors a Weather Spotters group.
