PRC Hearing Procedures
Board of Inquiry
- A closed administrative hearing; not a court of law.
- Three commissioners hear testimony, deliberate, and make findings.
- Closed to the public.
Legal Representation
Complainants and subject officers may represent themselves or bring a representative.
Procedures
- Complainant testifies and answers questions from the commissioners and subject officer or subject officer's representative. The complainant is excused from the hearing after his/her testimony.
- Civilian witness, if any, testifies and answer questions from the commissioners, subject officer or subject officer's representative. The witness is excused from the hearing after his/her testimony.
- Witness officer, if any, testifies and answer questions from the commissioners, subject officer or subject officer's representative.
- Subject officer testifies and answers questions from commissioners.
- Commissioners deliberate outside the presence of all parties.
- Commissioners announce findings to all parties.
- Written findings are sent to the complainant, subject officer, City Manager, and Chief of Police.
