San José considers new ways to curb graffiti, illegal dumping

The San José City Council agreed Tuesday to explore new funding and methods to curb graffiti, illegal dumping and litter. This could include a reward program based off Oakland's and engaging with local groups, such as the CommUniverCity, to identify hotspots. Read the mayor's memo on the topic.
