Office Budget
The 2015-2016 annual operating budget for our office is approximately $2.4 million, including $2.3 million in personal services costs and $69,000 in non-personal/equipment costs. This does not include funding for the annual external financial audit which is carried as a citywide expenditure. 

The City Auditor is appointed by and reports to the City Council. The City Auditor’s Office currently has 14 staff. Our office's organizational chart illustrates our staffing structure.

Sharon Winslow Erickson
City Auditor

Sharon originally joined the City Auditor’s Office in 1989, serving in positions of increasing responsibility until 2001, when she accepted the position of City Auditor for the City of Palo Alto, California.   Sharon returned to San José as City Auditor in March 2008.  One of five City Council Appointed Officials, she is a graduate of Stanford University, a Certified Internal Auditor, and a Certified Government Financial Manager. She was the 2008 recipient of the David M. Walker Excellence in Government Performance and Accountability Award for sustained contributions to improve government performance and accountability at the local level.
Michael C. Houston
Senior Program Performance Auditor

Since joining the Auditor’s Office in January 2008, Michael Houston has worked on several reviews of the City’s strategic support programs including the City’s medical benefits and p-cards programs. One of his first projects – An Audit of Retirement Services’ Travel Expenses – was recognized nationally by the Association of Local Government Auditors with the 2008 Knighton Gold Award for “best audit” among large audit shops.

Before joining the Auditor’s Office, Michael was a City of San José Management Fellow for the City Manager’s Office and the City’s Fire, General Services and Housing departments. Michael also has experience with other Bay Area government agencies and nonprofits where he has worked in the areas of housing, land use, and community development.

Michael earned a Bachelor of Arts degree in History from Sonoma State University and a Master's of Public Policy from U.C. Berkeley.
Jazmin LeBlanc
Senior Program Performance Auditor

Jazmin has served as a program performance auditor since September 2006, during which time she has worked on a variety of projects including service efforts and accomplishments reporting and audits of pensionable time reporting and debt management. Prior to joining the Office of the City Auditor, she worked in the City of Chicago Mayor's Office implementing a city-wide performance management system. She also conducted research for Sound Transit, a regional transit agency in Washington State, to recommend efficient and effective fare structures for a new Seattle-area regional light rail system.

Jazmin holds a Master of Public Policy degree from Harvard University's John F. Kennedy School of Government and a Bachelor of Arts degree in Public Policy from the University of Chicago.  
Gitanjali Mandrekar
Senior Program Performance Auditor

Gitanjali Mandrekar is a Senior Program Performance Auditor and has worked at the City Auditor’s Office since 1999. Gitanjali holds a Masters degree in Economics from San Jose State University and a Bachelors degree in Economics from Fergusson College, Pune, India.

Gitanjali has participated in numerous high profile audits including A Review Of The CUSP Request For Proposal Process, and A Review Of The Request For Proposal For The New Civic Center Converged Network System. More recently, Gitanjali participated in financial assessments of the San Jose Repertory Theater and the American Musical Theater and A Review Of The Mexican Heritage Corporation's Ability To Operate And Maintain The Mexican Heritage Plaza. Gitanjali was also part of a team that won the 2006 Knighton Award for An Audit Of Citywide Grant Oversight.

Gitanjali has been a presenter at the Association of Government Auditors (AGA) and participated in a peer review of the Berkeley City Auditor’s Office.
Joseph Rois
Senior Program Performance Auditor

Joe joined the Office of the City Auditor in August 2008. Prior to that, he worked primarily in the nonprofit community. He was the Project Coordinator and Editor for Sustainable San Mateo County’s annual Indicators Report which measured over 30 different environmental, economic, and social indicators, or trends, related to the quality of life of San Mateo County’s residents. He was also coauthor and editor of Sustainable Silicon Valley’s Annual CO2 Report.

Before these projects, Joe worked in both the public and private sector in different policy areas including health care and energy. He also worked as a Certified Public Accountant from 1991 through 1999 in Seattle and Bellevue, Washington.

Joe has a Bachelor of Business Administration in Accounting from Gonzaga University and a Master of Public Policy from University of California, Berkeley.
Cheryl Hedges
Program Performance Auditor II

Cheryl joined the City Auditor’s Office as a Program Performance Auditor in August 2013. She earned her Master of Public Policy and Master of Business Administration degrees from Cal Poly University, San Luis Obispo.  Her graduate work focused on collaborative decision-making structures in public education and analytical methods.

Prior to joining the City Auditor’s Office, Cheryl worked for a Peruvian nonprofit and Stanford’s Hoover Institution.  She also holds a Bachelor of Science in Mathematics from Michigan State University.
Amy Hsiung
Program Performance Auditor II

Amy began working as a Program Performance Auditor in October 2013. Before joining the team, she interned with several nonprofit and government organizations in the areas of government administration, economic development, and budget policy. She also previously worked for UCLA Housing IT. Amy earned her Master’s in Public Administration from USC and a Bachelor’s of Arts in International Development Studies from UCLA.
Alison McInnis Pauly
Program Performance Auditor II

Ali served as a summer fellow in the Office of the City Auditor in 2010. During her fellowship, she worked on the report Police Department Staffing: Opportunities to Maximize the Number of Police Officers on Patrol. In 2012, Ali joined the City as a Program Performance Auditor.

Ali is a native of San José and holds a Bachelor of Arts degree in Political Science from Stanford University.

Ani Antanesyan
Program Performance Auditor I

Ani joined the Office of the City Auditor in March 2015. Before joining the team, she worked for the U.S. Government Accountability Office. She also has experience in various levels of government, having previously worked for the City of Glendale, a California Assembly member, as well as the Department of State. 

Ani holds a Master of Public Administration degree from the University of Southern California and a Bachelor of Arts degree in Political Economy from the University of California at Berkeley.           

Adrian Bonifacio
Program Performance Auditor I
Adrian began working with the Office of the City Auditor in July 2014. Before joining the office, he worked as a paralegal in an immigration law firm and completed various internships at human rights and migrant-focused nonprofit organizations in Japan and Hong Kong. 

Adrian holds a Master of Arts degree in Sociology and a Bachelor of Arts degree in International Relations from Stanford University.
Michael Tayag
Program Performance Auditor I

Michael joined the Office of the City Auditor in August 2015. Previously, he worked in the field of education and completed local and international community-based research projects on various issues facing migrants and workers. Michael holds a Bachelor of Arts degree in Comparative Studies in Race and Ethnicity from Stanford University.
Eli Yani
Program Performance Auditor I

Eli joined the Office of the City Auditor in April 2016. Before joining the office, he worked as an analyst for the U.S. Government Accountability Office, where he audited the efficacy of federal programs and policies. Eli also has experience working with the U.S. Department of State Bureau of Legislative Affairs  and with a public affairs firm specializing in political vulnerability.

Eli holds a Master of International Affairs from the UC San Diego School of Global Policy and Strategy and Bachelor of Arts degrees in Political Science and Classical Civilizations from UC Davis.
