The federal government does not expect voluntary committed cost sharing in proposals. It cannot be used as a factor during the merit review of an applications or proposals unless it is both in accordance with federal awarding agency regulations and specified in the notice of funding opportunity.

The Uniform Guidance is effective for federally sponsored agreements and new funding increments awarded on or after December 26, 2014.
For proposals submitted after December 26, 2014, cost sharing may not be a factor in the review process unless it is both in accordance with Federal awarding agency regulations and specified in the notice of funding opportunity.
The Principal Investigator can chose whether or not to cost share. In the School of Medicine faculty salaries may not be cost shared without special approval.
NSF does not allow cost sharing unless it is required in the program announcement.
