For the last three years Larry Clark and Phil Oakey had doggedly pursued the idea of an information-based strategy for the credit card business. After much introspection and planning they had formed a new group inside Shelter Bay Bank, fought hard for what they wanted, and in 1989 launched the first mass solicitations using their idea.
