    “Public procurement agencies would have a better overview of conflicts of interest. Enforcement agencies could better detect corrupt transactions. Reinforcing all this, investigative journalists & civil society could make use of the registers to help expose corruption schemes.

    “We have recommended a number of transparency measures. Key among them is transparency – & specifically public, central registers of beneficial owners, which would make it easier for all accountability actors to carry out detection & investigative work.
