Office Overview

The Privacy and Civil Liberties Oversight Board (PCLOB) is a five-person independent board whose job is to monitor the government’s actions in relation to civil liberties and privacy concerns. The creation of the board was one of the recommendations of the 9/11 Commission. “As more terrorist attacks occur, the pressure will rise to lessen civil liberties, albeit with different labels,” the 2003 report said.

The board was created in 2004, but critics said it lacked teeth, having to wait months to get briefings on national security material and lacking the power to issue subpoenas.  Early in 2007, when Congress implemented the remaining recommendations of the 9/11 Commission, the PCLOB became an independent agency within the executive branch.
