The Board of Trustees consists of 21 members, one from each city and one representative for the County at-large. Trustees are appointed by their respective City Council to govern the Mosquito and Vector Control District knowledgeably and effectively. They serve for a term of two or four years and are highly dedicated to this community service.
Rick Wykoff is a former City Manager, Mayor, and City Council member for the City of Foster City, as well as a former consulting and interim Public Works Director and current Planning Commissioner and Strategic Management Consultant.
He was first appointed to the Board of Trustees by the City of Foster City in January 2012.
Kati Martin resides in and represents the City of Half Moon Bay. Kati earned a B.S. in Insurance Law from National University and a J.D. from Novus Law School.
She was first appointed to the Board of Trustees in April 2013.
Kat Lion is the Assistant Secretary of the Board of Trustees and has served as the representative for Redwood City since 2014. Ms. Lion is passionate about protecting public health and working to serve her community. In addition to serving on the Board, Ms. Lion is an environmental scientist and works for a environmental engineering firm in Burlingame. She has worked in San Mateo County since 2006 and lived in Redwood City since 2010. Ms. Lion holds a B.S.
Muhammad Baluom was first appointed to the Board of Trustees in March 2015. His current appointment expires on 12/31/2017. His current appointment expires 12/31/2015.
Ed Degliantoni was first appointed to the Board in October, 2015. He is a retired businessman, resident of San Mateo for 47 years, and 36-year member of the San Mateo Elks Club. He also volunteers at St. Anthony’s in San Francisco, Coyote Pt. Yacht Club, and the Cub Scouts.
Robert Maynard has lived in Brisbane since 1989. His experience includes 35 years in a variety of financial positions at Ingersoll Rand, Bayer, Fireman’s Fund and Bank of America. He has served on several other boards, including chairing a national liability insurance company board. He served four years in the US Air Force, and is now retired.
The City of Brisbane has recognized Robert with a Five Star Award for continuous annual volunteering and a commendation for service on the Bay Lands Planning Committee.
Robert Riechel has lived in San Bruno since 2002. He currently serves on several City of San Bruno committees and regularly attends City Council meetings. He is also the CFO of the San Bruno Chamber of Commerce and writes articles for San Bruno Patch.
He was first appointed to the Board of Trustees in November 2009.
Donna Rutherford is currently Vice Mayor of the City of East Palo Alto. She has been on the City of East Palo Alto city council for 9 years, and was most recently elected in 2014 to a 4-year term.
Donna was first appointed to the Board of Trustees in December 2010.
Jason Seifer was first appointed to the Board of Trustees in May 2013.
Jason is the Director of Finance and Operations at American Conservatory Theater (A.C.T.). Prior to joining A.C.T., he worked as an audit manager for the audit and accounting firm of SingerLewak LLP. He also served as an aide to the California State Controller working on state taxation, healthcare, and economic policy issues.
Ray Williams is a general management consultant and a retired KPMG Consulting partner. He has provided consulting services related to strategic alternatives, process transformation. performance improvement, governance and controls including budgeting and financial management. He is Vice President and Board member of the Zellerbach Family Foundation where he is a member of the Finance Committee and was Chair of the Audit Committee. He has been a member of the San Mateo County Grand Jury. He and his wife Patricia have lived in Portola Valley since 1972.
Alvin Zachariah, MD, Msc is currently the associate director of medical affairs at a pharmaceutical company in the South bay. He is also involved in direct patient care at a few hospitals as a hospitalist. He is board certified in internal medicine and did his residency at the University of Illinois at Urbana, IL and fellowship at UCLA. He serves on the board of the housing authority and Bpac (Bicycle and pedestrian advisory committee) for the city of South San Francisco. He also volunteers at the Rotacare free clinic in Daly city.
