The Pre-Disaster Mitigation (PDM) Grant Program is authorized by Section 203 of the Stafford Act. As a result of amendments by the Disaster Relief and Recovery Act of 2018, the Pre-Disaster Mitigation program is being replaced with the new Building Resilient Infrastructure and Communities (BRIC) program.
