Independent Redistricting Commission (IRC)

Mission
Every 10 years, the IRC convenes to review Berkeley's Council district boundaries to account for shifts and changes in the population, based on U.S. Census Bureau data. The IRC ensures an open and transparent redistricting process that allows for public participation in the drawing of district boundaries. The IRC has the sole authority to determine the final district boundary map.
Meetings
To maximize public participation, meetings of the IRC will be scheduled for various days of the week, including weekends, and various times of day. Meeting agendas will be posted on this web page, the online community calendar, at the meeting location, and on the public posting board in front of Old City Hall at 2134 Martin Luther King, Jr. Way.
Contacting the Commission:
Commissioners are prohibited from discussing redistricting matters outside of a public meeting. If you have comments for the commission, you may submit comments through the commission secretary by mail or email using the contact information listed below. Members of the public may also provide verbal testimony to the IRC at a noticed meeting of the commission pursuant to the public comment rules adopted by the Commission.
Communications to Berkeley boards, commissions or committees are public record and will become part of the City’s electronic records, which are accessible through the City’s website. Please note: e-mail addresses, names, addresses, and other contact information are not required, but if included in any communication to a City board, commission or committee, will become part of the public record. If you do not want your e-mail address or any other contact information to be made public, you may deliver communications via U.S. Postal Service or in person to the secretary of the relevant board, commission or committee. Commissioners
The commission is composed of 13 members. The selection process is outlined in the Charter and in Municipal Code Chapter 2.10. Eight members are randomly selected by the City Clerk (one from each council district). Five "at-large" members are selected by the eight "by district" commissioners. There are 13 alternate commissioners.
