RNIP Update


VTA has notified the properties eligible to be included in the Residential Noise Insulation Program (RNIP). Eligible property owners who have opted to participate in the program have been communicated what insulation improvements will be made at each individual property through the submission of the architectural plans.

Window installation contractors are currently being selected for all four construction groups. The installation of improvements is scheduled to begin for the first group in December 2013 and the overall construction for all four groups is estimated to be complete by the fall of 2014.

Residential Noise Insulation Program (RNIP)

The Residential Noise Insulation Program (RNIP) will be implemented to mitigate project noise at eligible residences in the project corridor where typical mitigation measures, such as sound wall construction, do not fully reduce noise levels above the ground floor of multi-level buildings.

windowFederal and state environmental documents for the project have identified a number of residences as potentially eligible for RNIP. Noise levels inside these residences or multiple units were estimated as part of the SVBX noise studies when the Environmental Documents were prepared. Follow-up testing and assessments are being performed prior to BART construction on the potentially eligible properties to determine which of the RNIP improvements may be installed. Depending on the estimated noise levels inside qualifying residences generated during the testing program, RNIP improvements such as acoustical glass, double pane windows, solid core doors, and/or weather-stripping may be installed to reduce noise at no cost to homeowners.
