Accessibility to observers:
According to rule 9 of the Rules of Procedure (143 kB) of the Compliance Committee of the Kyoto Protocol
“meetings of the plenary and the branches shall be held in public, unless the plenary or branch
of its own accord or at the request of the Party concerned decides, for overriding reasons, that part
or all of the meeting shall be held in private” and that “only members and alternate
members of the Committee and secretariat officials may be present during the elaboration and adoption
of a decision of a branch.”
At its fourth meeting, the plenary of the Committee agreed (Report on
the 4th meeting) to accommodate a limited number of observers in the room where the meeting of
the plenary or the branches is being held and, in the event of space constraints, in an adjacent room
that will have a live video feed of the parts of the meeting that are held in public.
Interested observers are asked to register using the forms provided. The registration forms for
observers nominated by UNFCCC accredited organizations and other observers should be sent to the attention of Ms. Doo Ri Lichtenberger
through following e-mail address: compliance.committee@unfccc.int or fax number: ++ 49 228 815 1999.
Lists of UNFCCC accredited organizations are available on the UNFCCC website.
The deadline for registration as an observer is 30 August 2017, 5:00 p.m., Central European Time.
Please note that only observers who register within the stipulated deadline will be allowed to have
access to the venue. Observers are kindly asked to refer to the Guidelines for the participation of
observers at meetings of the plenary and the branches of the Compliance Committee of the Kyoto
Protocol.
In addition, parts of the meeting that are to be held in public will be recorded and broadcast on the
Internet.
