Regulatory Support Services BPA

The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) awarded five Blanket Purchase Agreements (BPAs) for Regulatory Support Services. The purpose of these BPAs is to increase efficiency in evaluating and developing regulations throughout DHS. These BPAs provide a pool of readily available sources of personnel to: (1) conduct regulatory economic analyses to satisfy the analytical requirements of the various laws and Executive Orders that govern rulemaking, (2) provide technical writing support for rulemaking documents in accordance with the Federal Register Drafting Handbook, and (3) provide public comment processing support with regard to regulations published in the Federal Register.

Benefits of this BPA include:

  • Provides “surge capacity” to support many of the Secretary’s regulatory policy initiatives;
  • Helps DHS respond to White House direction on regulations and future Congressional mandates; and
  • Increases acquisition efficiency and reduces procurement lead times.

One base year + 4 one-year option years (1/23/2014 - 1/22/2019)
