Independent Study Validates El Camino Real BRT Project Environmental Analysis
9/23/2015 9:43 AM |During the five-year course of project development on the El Camino Real Bus Rapid Transit Project, there has been much public discussion surrounding the benefits, impacts and the analysis conducted to date to environmentally clear the proposed transit improvement.
The Draft Environmental Impact Report/Environmental Assessment (DEIR/EA) is the environmental document that conforms to federal and state environmental laws and regulations. A 75-day comment period was held late last year, that continued into 2015, resulting in 740 written or oral comments comments - the most feedback any project has received in VTA's history.
Due to feedback from the public that involved some skepticism related to ridership forecasts and transportation impacts presented in the DEIR/EA, VTA initiated an independent third party review to evaluate this analysis.
The independent third party review was led by a Steering Committee consisting of distinguished researchers from the Mineta Transportation Institute, Cal Poly, and other industry academics. The Committee retained the private consulting firm, Iteris, to undertake a technical review of the Transportation Operations Analysis Report. Specifically, Iteris’ analysis focused on:
- Methodologies for study area selection, traffic diversion, travel forecasting and traffic analysis;
- Calculations regarding level-of-service (LOS), operations analysis, traffic diversion, traffic forecasting and queuing; and
- Review of the travel demand model outputs used for vehicular and ridership forecasts.
The result is a confirmation that the analysis done to date is thorough, accurate and sufficient.
The independent study found that the analysis included in the DEIR/EA represents the information necessary for decision makers to make an informed selection of a project alternative. The methodologies applied by VTA are consistent with established practices and the resulting calculations are sound.
The review noted multiple instances where additional explanation, analysis or improved display of information could provide clarity and VTA intends to incorporate these recommendations in future documentation of the project.
The next step is for VTA to select a Locally Preferred Alternative (LPA) in order to complete a Final Environmental Report/Environmental Assessment. This will incorporate input from the six cities along the corridor and a recommendation from the El Camino Real BRT Policy Advisory Board to the full VTA Board.
“I was pleased to see the results of the independent third party review,” said VTA Board Chair Perry Woodward. “It provides me and my fellow Board Directors the additional information and confidence necessary to move forward on a preferred project alternative that aims to improve transit service and mobility for this important corridor.”
The VTA Board is expected to vote on an LPA for the El Camino BRT Project by January 2016.
