The Planning and Community Environment (PCE) Department aspires to create a safe and beautiful City with diverse housing opportunities, where the natural environment is protected, where it’s a good place to do business, where excellent services are provided, and where citizens have a say in government.


Hillary Gitelman is the Planning and Community Environment Director for the City of Palo Alto. The Planning and Community Environment Department consists of the Planning, Transportation, and Code Enforcement divisions. [more]



The department is responsible for: 

    • maintaining and overseeing compliance with the City’s Comprehensive Plan 
    • preparing and implementing Coordinated Area Plans and Design Guidelines 
    • gathering and analyzing data in support of land-use policy 
    • reviewing projects for potential environmental impacts on the City and its residents 
    • complying with and enforcing the Zoning Ordinance 
    • reviewing commercial and home project applications 
    • administration of the City's Community Development Block Grant (CDBG) programs 
    • management and implementation of the City’s Housing Programs 
    • and oversight and implementation of the City’s Historic Preservation Ordinance
