Telecommunications, Antenna and Equipment Leasing

Centered in one of the most high-tech regions in the country, Santa Clara County offers an ideal location for the installation and operation of telecommunication services. With more than 50 VTA properties to choose from, including light rail park and ride lots, Caltrain stations and other administrative / vacant sites, service providers can position their equipment in nearly every area of the County. To expedite the process, the VTA Board of Directors has approved standardized licensing agreement terms and rates. Entering onto VTA-owned land or placing of data, utility or telecommunications equipment is not permitted without proper licensing. We receive requests from citizens, municipalities and companies that wish access to VTA owned land and these requests must be accompanied by a license/lease application. There is a cost to VTA to acquire and maintain such properties. Consequently, as a steward of public assets, VTA requires a fair compensation to license or lease its properties.

Telecommunications Fee Schedule

Although each property is evaluated on a case by case basis, the general fee schedule for each special events license will be based on fair market value. Further evaluation will include the event's anticipated impacts, its risk of liability to VTA, and the requested duration of time.

Telecommunications Application Process

1) Review and approve lease/licensing terms and rates.
2) Meet with VTA staff and conduct a site walk to discuss location of equipment and antenna.
3) Submit Leasing/Licensing Application and application fee of $2500;
4) Provide draft of site plans to VTA Real Estate Asset Management to be reviewed by the VTA’s internal departments, including Operations, IT , Risk Management, and others as needed.
5) Once approved by Real Estate and departments as noted, submit the Construction Access Permit and submit to the VTA's Permit and Utility Locating Services, located in Building B, on the 2nd Floor, at 3331 N. 1st Street, San Jose, CA 95134.
6) When the permit is completed the License Agreement will need to be completed by finalizing the Lease/License Agreement, which must be exercised by the VTA’s General Manager.
