Housing & Community Services Division
Administering the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs are two of the primary functions of the Division. The federal entitlement grants are used to promote affordable housing, rehabilitate substandard housing, build new park facilities, provide neighborhood improvements, remove barriers to the handicapped and fund public services for low and moderate income residents. Public services are provided through non-profit, delegate agencies under third party contracts with the City. Typically, subrecipient agencies provide community assistance in the areas of family/adolescent counseling, senior nutrition, training for physically challenged individuals, provision of supplemental food, senior legal service and assistance to victims of domestic violence.
The Housing & Community Services Division offers the Neighborhood Conservation and Improvement Program (NCIP), a multi-purpose program offering technical and financial assistance to qualified residents. The NCIP is designed to address building and housing code deficiencies and the abatement of hazardous conditions for homeowners. All kinds of house repairs may be addressed through the NCIP: re-roofing, plumbing, heating/cooling, electrical, termite damage, foundation, handicapped accessibility and weatherization are examples.
