Responsibilities of Sponsoring Departments for J-1 Scholars

  • Obtaining copies of the biographic passport pages of the scholars and dependents and for completing the DS-2019 Request Form according to the machine-readable strip at the bottom of those pages so that accurate DS-2019s can be created.
  • Monitoring the J-1 scholars' arrival dates and informing the I-Center of possible delays or cancellations.
    • The scholar must enter the U.S. and complete and submit the J Arrival and Insurance Confirmation web form not later than the 15th day after the start date on the J-1 visa document.
    • Scholars who apply for a change of status within the U.S. must complete and submit the Arrival & Insurance Confirmation web form when they receive the I-797 Approval Notice. If they have not received the Approval Notice by the 25th day after the program start date on the DS-2019 they MUST complete and submit the Arrival & Insurance Confirmation web form immediately in order for the SEVIS record to be validated before the deadline.
    • If the scholar or department postpones the scholar's visit, the department must request a new document from the I-Center so that the DS-2019 can be re-issued with a later start date.

    • If the scholar or department cancels the visit prior to the arrival of the scholar, the I-Center must be notified immediately so that the DS-2019 can be cancelled.

  • Confirming with the J-1 scholars that they have sent their arrival confirmations to the I-Center.
  • Informing J1 visitors that they are required to have health insurance for themselves and their J-2 dependents that meet the State Department's requirements for the J program.

  • Reminding J-1 scholars to follow directions that were included in the reply to their Arrival Confirmation concerning reporting a change of address within 10 days of moving.
  • Notifying the I-Center if the scholar or the scholar’s department ends the appointment more than 30 days before the program end date on his/her DS-2019 and the scholar will not be transferring to another U.S. institution.

  • Initiating a J-1 extension, if needed, at least three months in advance of the expiration date.

  • Making sure that that Stanford-sponsored J-1 employees do not engage in clinical research or patient contact. If your J-1 scholar will have clinical duties, you should contact the Office for Graduate Medical Education.
  • Clarifying for the sponsored individual what facilities will or will not be available to them while at Stanford, e.g. prearranged housing, health coverage, office space, secretarial help, computer/email access, etc.
  • Informing the I-Center if the scholar has changed departments within the university so that a revised DS-2019 can be issued (the new department should initiate this DS-2019 Request), or will engage in collaborative Stanford research at a non-Stanford location.
