Year 5 Goods Movement Program
The District is administering the Proposition 1B Goods Movement Emission Reduction Program for the Bay Area. During this funding cycle, the Air District will issue solicitations for projects involving trucks, locomotives, Transportation Refrigeration Units (TRUs), cargo handling equipment, and shore power equipment. The California Air Resources Board has approved approximately $48 million for the Air District’s Year 5 Program.
Locomotive and Railyard Projects
The Air District is not accepting new locomotive and railyard project applications at this time.
The preliminary ranklists for the Year 5 locomotive and railyard project solicitations are listed below.
Equipment shown on the preliminary ranklists have met basic eligibility criteria for the program; however, appearance on the ranklists does not guarantee that equipment will receive program funding. Selection for funding is contingent upon a full evaluation to determine whether a project meets all program requirements, including passing pre-inspection, as well as continued availability of program funds. Staff will contact applicants with information about the next steps in the process.
Truck Projects
The Air District is accepting truck applications for the 2nd solicitation of the Year 5 Program, January 25 – April 15, 2016. This is the second truck project solicitation for the Year 5 program. Act now to replace or repower heavy-duty diesel-fueled trucks or install charging and fueling infrastructure with grant funding.
The first Year 5 truck project solicitation closed on November 20, 2015. The preliminary ranklist for this solicitation is posted on the truck project detail page.
Eligible Equipment
Equipment Funding Options
The following projects are eligible for funding under this Program:
- Equipment/Vehicle replacement - replace heavy-duty diesel trucks, TRUs, cargo handling equipment and locomotives with the cleanest available equipment
- Engine repower/electric conversion - repower small fleet diesel truck engine with 2015 or newer engine or convert a diesel yard truck to electric
- Truck stop electrification– install electric infrastructure to reduce diesel engine idling where trucks congregate
- Charging & fueling infrastructure – Install electric charging, hydrogen fueling or cryogenic recharge infrastructure for trucks, cargo handling equipment or TRUs
- Locomotive retrofit – repower or install a remanufacture kit or filter to reduce emissions from a locomotive engine
- Emission capture & control equipment – install an emissions capture & control system to reduce diesel emissions from locomotives and ships at berth
- Shoreside electrification (ships at berth) – for cargo ship berths visited solely by vessels not subject to the control requirements of the CA Ships at Berth Regulation, install grid-based or non-grid-based electrification infrastructure
Eligibility
Grants cannot be used for equipment already required to upgrade or be replaced by law or agreement, including equipment that is not in compliance with applicable CARB regulations.
Application and Award Process
- Determine eligibility of your existing equipment and select a project type
- Gather the required information about your existing equipment and usage history, including engine & retrofit information and fleet compliance certificates
- Submit your application online (infrastructure projects submit a proposal)
- District staff review applications for completeness & eligibility and contact applicants if additional information is required.
- District staff submit a list of approved projects to the CA Air Resources Board (CARB) for review and ranking. The top ranked projects are selected for funding.
- District staff pre-inspect existing equipment and offer contracts for projects meeting all Program eligibility requirements.
- Grantees complete the project according to contract requirements. After equipment passes post-inspections, the Grantee (or dealer) submits a request for payment to the Air District.
- Grantees maintain & use equipment according to the contract requirements and submit required reports until the contracted period (project life) ends.

The Proposition 1B: Goods Movement Emission Reduction Program is a partnership between CARB and local agencies (like air districts, ports, and transportation agencies) to quickly reduce air pollution emissions and health risk from freight movement along California's trade corridors. CARB provides funding to eligible agencies; those agencies then offer financial incentives to owners of equipment used in freight movement to upgrade to cleaner technologies. Certified dismantlers have a contract with the Air District to conduct required inspections and complete & submit required paperwork for the GMERP program.
