Upgrade or replace off-road diesel equipment with funding from the Carl Moyer Program. This program aims to cut air pollution from heavy-duty diesel engines in California.

Project Types

Funding is offered on a first-come, first-served basis until all funds have been spent. Applications must be complete to be considered for funding.

Funds are available for the following project types:

  • Equipment replacement - replace old equipment with the cleanest available equipment.
  • Engine retrofit - install an emission control device.
  • Engine replacement (repower) - replace an old engine with the cleanest emission-certified engine available.

Eligibility

Basic Criteria

The following equipment is generally eligible for grants; however, you must also determine the regulatory status of your equipment (see next section):

  • Off-road equipment: loaders, tractors, dozers, excavators, scrapers, forklifts, ground support equipment, etc.
  • Equipment with 25 horsepower or greater diesel engines.
  • Equipment that have at least three years until regulation compliance deadline (small construction/industrial fleets) OR are exempt from regulation (agricultural equipment).
  • Equipment operating within the Air District’s boundaries, with priority given to those operating in areas highlighted in the Priority Community Map(919 k PDF, 1 pg) (PDF).

Rules and Regulations

The California Air Resources Board (ARB) established regulations for off-road equipment that vary according to engine type and use of the equipment. You must determine the regulatory status of your equipment to verify you are eligible for a grant.

  • Off-road equipment powered by Large Spark Ignition (LSI) engines are regulated under the ARB LSI Fleet Rule. Includes agricultural, construction, and general industrial equipment powered by gasoline, liquefied petroleum gas, and other fuels.
  • Off-road equipment operating at ports and intermodal rail yards are regulated under the ARB Cargo Handling Equipment Regulation. Includes yard trucks, hostlers, cranes, top handlers, side handlers, forklifts, and loaders.
  • Most diesel equipment operating in construction, mining, rental, airport equipment and heavy industry are regulated under the ARB Off-Road Regulation.
  • Mobile off-road equipment operating at least 50% of the time in qualifying agricultural activities is likely exempt from regulation.
  • Compliance dates will vary by regulation and fleet size.

How to Apply

  1. 1. Determine your vehicle’s eligibility for this program.
  2. 2. Identify the project type for your vehicle.
  3. 3. Gather the required information about your current vehicle and replacement vehicle or engine.
  4. 4. Work with an Air District-approved equipment replacement dealer to source replacement equipment.
  5. 5. Work with an engine dealer for engine replacement (repower).
  6. 6. Apply for funding online.

Off-Road Equipment Replacement Program (ERP)

 

Funding is available to:

Replace an existing old piece of equipment with cleanest available replacement equipment (with possible retrofit option) up to 80% of the project cost.

This project option is most appropriate when:

  1. the existing equipment is still fully-functional with regular use over the past two years,
  2. there is no logical replacement engine option available from the manufacturer, and
  3. the diminished value of the existing piece of equipment does not justify further investment.

The project will require the addition of a CARB-verified retrofit emission control device when 1) the replacement engine has a device verified to work with it and 2) it can be installed without posing safety risks or violations.  Equipment owners may choose to opt-out of the retrofit requirement.

Applicants must work with a BAAQMD Approved ERP Dealership.
